Balloon Safety Compliance: EU and US Checks for Wholesale Buyers

Oct 31,2026

Quick answer: Start balloon compliance checks with the exact product, intended use and destination. Then confirm applicable rules, matching test evidence, required labels and the responsible business. An “EN71” or “CPSIA” phrase alone is not proof that every balloon or mixed party kit complies.

This is a buyer checklist, not a product-specific legal assessment. Have a qualified laboratory or compliance professional review the exact configuration before release.

EN71 balloon testing and the EU transition

The European Commission’s toy safety guidance explains conformity assessment and CE marking for toys under Directive 2009/48/EC. Identify the relevant harmonized standards and scope with your reviewer; one EN71 report should not be assumed to cover unrelated materials, accessories or product changes. The Commission states that Regulation (EU) 2025/2509 entered into force on 1 January 2026 and begins applying on 1 August 2030. Its future digital product passport requirements should not be presented as already universally applicable in October 2026.

US children’s products: testing and certificates

According to CPSC’s CPC guidance, children’s products subject to applicable safety rules require testing and certification, with relevant exceptions addressed under those rules. The domestic manufacturer or importer issues the Children’s Product Certificate using the appropriate evidence. Match the product identity, rules, responsible party, manufacturing and testing details rather than accepting an unrelated report. Review current CPSC eFiling requirements for the import shipment; CPSC identifies 8 July 2026 as the start date for most regulated-product imports.

Age labeling and choking warnings

Age classification depends on the product and how it is intended and marketed, not simply a number chosen for the label. CPSC’s choking-hazard guidance distinguishes the balloon exemption from the small-parts ban from applicable latex-balloon warning requirements. Keep required warnings visible and have the final wording and layout checked for the destination.

Tracking labels and matching records

For US children’s products, CPSC tracking-label guidance calls for identifying marks on product and packaging to the extent practicable, supporting the business identity, production location/date and batch or source information. This requirement itself does not need a CPC citation, although other applicable rules may require a CPC. Keep the label artwork, product version and supporting records linked.

Helium balloon safety for retail and events

Do not inhale helium from balloons or cylinders. Follow the gas supplier’s instructions for handling and equipment, and keep cylinder operations with appropriately informed personnel. New Zealand Product Safety’s helium guidance explains the risks and safe-use practices. A balloon’s helium suitability does not establish safe handling of the gas system.

Questions wholesale buyers ask

Does every party decoration need the same EN71 report?

No. Determine classification and applicable requirements for each item and the finished set. Confirm that the report scope matches the supplied construction and version.

How long is a balloon test report valid?

Do not assume one universal expiry period. Ask your reviewer about current requirements, product changes and any applicable retesting or marketplace conditions.
